How long do Gateway 2 decisions take?
From a 43-week national average at the October 2025 peak (48 in London) to batching medians of 12 to 14 weeks in mid 2026, against the 12-week statutory target and the BSR's 18-week non-complex target for March 2027.

How many decisions is the BSR making?
Roughly 200 decisions in Q1 2025; more than 700 in Q4 2025 as batching cleared the backlog; 358 in the twelve weeks to 30 May 2026 with the legacy queue at low single figures and circa 38,775 residential units in live applications.

Where is Gateway 3?
Still small, and about to matter enormously. As of early September 2025, the BSR had received 16 new-build Gateway 3 applications and issued 9 completion certificates. New-build Gateway 3 applications; volume rises sharply through 2026-27 as the Gateway 2 approval wave completes on site. The Gateway 3 hub covers what the volume wave will demand, and the tracker's handover section will name the first movers as they are reported.

Where a release revises history, this page revises with it and the change is noted in the changes tracker.
